The essay intends to highlight the process between 18th and 19th centuries clearly delineated the region of Umbria, a territory from the composite origin and characterized by a polycentrism that prevented the clotting around a capital. The measures of the Pontifical administration highlights the continual changes in the constituencies by fostering tensions between local communities and Central Powers and between the different cities.
