Fondi Strutturali: una concettualizzazione geografica possibile

Sommario: Verrà operata una revisione della letteratura sui Fondi Strutturali (FS), gli strumenti attraverso i quali l’Unione Europea realizza la Politica di Coesione economica e sociale europea. Lo scopo dei FS è livellare gli squilibri di sviluppo tra le 271 Regioni degli Stati Membri (SM) dell’Unione Europea (UE) attraverso progetti e azioni pianifi cate in collaborazione tra le Regioni, gli SM e l’UE; azioni decise a livello comunitario ma realizzate a livello locale. Si intende approfondire la relazione tra l’utilizzo dei FS e lo sviluppo socioeconomico del territorio utilizzando gli strumenti quantitativi del territorial assessment. Si analizzeranno i canali di gestione dei fondi e i meccanismi di controllo locale. Si cercherà, infine, di ricondurre al quadro generale due casi studio (Andalusia e Calabria), identifi cando le ragioni alla base dei processi virtuosi innescati da alcune Regioni europee che hanno utilizzato effi cacemente i FS e le ragioni dei fallimenti nei casi meno virtuosi.

Abstract: The contribution will start from a literature review on the Structural Funds (SF) and will examine how these instruments realize the economic and social Cohesion Policy of the European Union. The purpose of the SF is “reducing disparities between the levels of development of the various regions and the backwardness of the least favoured regions or islands, including rural areas” (EU Treaty, Article 158) through projects and actions planned in collaboration between the Regions, Member States and the EU; those actions are agreed at EU level but implemented at local level. The aim is to deepen the relationship between the use of SF and the socioeconomic development of the territory using the quantitative tools of territorial assessment. The contribution will analyze the channels of funding management and the mechanisms of local control. It will eventually lead back two case studies (Andalusia and Calabria) to the general picture, identifying the reasons behind the virtuous processes triggered by some European regions that have used effectively the SF and the reasons behind failures in less virtuous cases.
